		<description>I agree with you on this issue, Michael.  Fortunately, many Europeans tend to think of Canada as a unitary state.  (Sometimes we do, too.)  So it is possible that it won&#039;t occur to anyone to worry about the matter until it comes time for someone to write a legal opinion.  I know that I&#039;d have a tough time writing an opinion about strict legal compliance in BC, Alberta and Quebec where EU data flows are involved.  The good news is that the outflow from the EU is the sender&#039;s problem, not that of the recipient.  Food for thought - thanks, Michael!</description>
